CTBA Year End Legislative Update

SACRAMENTO, Calif. (Oct. 14, 2002) -- The legislative summaries in this update include those bills that were monitored and/or lobbied on behalf of California Thoroughbred Breeders Association, that were either signed or vetoed by the Governor, with the exception of several bills that either died in committee or on the floor of the Assembly or Senate.

CTBA staff encourages all association members to review the bills that were signed into law to familiarize yourselves with the provisions that will affect you.

Of particular interest to members are the following bills:

SB 1465, Costa -- The CTBA sponsored bill which gives the association additional flexibility in the allocation of the race funds.

AB 2931, Horton -- The worker’s comp funding bill.

SB 1661, Kuehl -- Provides for paid family leave for certain employees for up to six weeks. Small employers, with fewer than 50 employees, are exempted from some of the bill’s provisions.

SB 1864, Costa -- Extends the sunset provisions of the Williamson Act

AB 2596, Wesson and SB 1156, Burton -- Both deal with Agricultural Labor Relations Act and require mediation under certain conditions, and give the ALRB additional powers in contract negotiations.
