Increases the minimum wage to $7.25 per hours, effective on and after July 1, 2006, and to $7.75 per hour, effective on and after July 1, 2007. Provides for the automatic adjustment of the minimum wage on January 1 of each year thereafter, calculated by multiplying the minimum wage by the previous year's rate of inflation.

Deletes the requirement of provisions of existing law that requires pawnbrokers, secondhand dealers, or coin dealers to report specified transactions to local law enforcement for coin dealers. Revises the definition of secondhand dealers and tangible personal property. Makes it a misdemeanor to advertise as a secondhand dealer without being licensed and a civil penalty. Requires the payment of a licensure and renewal fee by dealers and pawnbrokers. Requires reports regarding gun show transactions.

Suspends the sales tax exemption for farm equipment, and machinery used primarily in producing and harvesting agricultural products. Suspends a tax credit under the Personal Income Tax and Corporate Income Tax laws for certain research and development expenses. Deletes obsolete provisions relating to manufacturing equipment credits. Restricts the tax treatment of Subchapter S corporations to those corporations with fewer than 100 shareholders that have an annual gross income of less than a specified amount.

Amends existing laws that makes the current fair market valuations required to determine the cancellation fee for removing land from a Williamson Act conservation contract subject to the county board of equalization. Requires the county assessor to formally review the valuation upon receiving a request for formal review if he or she determines that additional information submitted by the requesting party may have a material effect on the valuation of the property.

Relates to diversions for small domestic or livestock stockponds. Provides exceptions.
