Amends existing law that requires a blood or urine test sample required by the Horse Racing Board to be taken from a horse to be divided or taken in duplicate. Exempts from that requirement total carbon dioxide testing. Requires emergency regulations to be adopted to establish policies, guidelines, and procedures that include a split sample process related to total carbon dioxide testing. Requires the board to contract with the Regents of the University of California to be the required testing laboratory.

Exempts payment by a licensed quarter horse racing association in the southern zone from existing law prohibiting certain unauthorized payments of purses or consideration to or for the benefit of horsemen.

Precludes horse from being ridden at a racetrack unless the rider and horse are equipped with specified safety equipment. Requires every racetrack to maintain specified equipment and staff for an on-track first aid facility including a physician.
